Energy Minister Empowers New Committee To Boost Private Sector’S Role In Power Distribution – International Edition (English)

The Minister of Energy and Green Transition, John Abdulai Jinapor, has tasked a recently established steering committee with spearheading the government’s newest initiative to introduce private-sector efficiencies into electricity distribution via a regional lease framework.

During a ceremony held in Accra, Mr. Jinapor conveyed through his deputy, Richard Gyan Mensah, an appeal made via a statement for the eight-member Private Sector Participation (PSP) Steering Committee to expedite the execution of the reinstated Multiple Lease Model (MLM). This approach divides power distribution across regions under the management of perorangan private operators.

Jinapor stated that the committee needs to finalize the hiring of technical, financial, and legal transaction advisors by May 31, 2025, to facilitate the implementation process. He also set a tenggat waktu of September 2025 for initiating the initial stage of competitive bidding among private entities.

As an essential component of the government’s strategy for revitalizing the energy sector, the MLM aims to draw reliable investors, cut down losses, boost operational effectiveness, and upgrade the overall customer experience within Ghana’s beleaguered power distribution system.

Jinapor will chair the committee, with Dr. Cassiel Ato Forson, the Finance Minister, serving as co-chair.

The team also includes Trade and Agribusiness Minister Elizabeth Ofosu-Adjare; Attorney-General Dr. Dominic Akuritinga Ayine; Minister of State for Government Communications Felix Kwakye Ofosu; plus the interim Managing Directors of ECG and NEDCo, Julius Kpekpena and John Okine Yamoah, respectively; with Baba Akon taking on the role of Secretary.

In addition to supervision, the steering committee is responsible for managing data gathering and audits, guaranteeing adherence to regulations, examining transactional paperwork, and leading stakeholder communication.

A specialized PSP Implementation Unit inside the ministry will offer both technical and administrative assistance.

In order to fulfill its objectives, the committee has set up three subcommittees: Technical, Governance and Regulatory, as well as Stakeholder Management.

The Chair of the Technical Sub-Committee, Mr. Jabesh Amissah-Arthur, recognized the magnitude of the task ahead yet conveyed an optimistic outlook.

This action follows ongoing public discontent regarding power outages, outdated infrastructure, and inefficiencies that have consistently affected Ghana’s electricity supply network.
