Plans to build plush 34-storey office block to stand out against London skyline with crown feature

A proposed 34-story skyscraper featuring a unique ‘crown’ design atop its 479-foot frame is set to be developed in the City of London.

The suggested building at 130 Fenchurch Street would include a design with glass and steel, encompassing 31 floors of offices along with public areas such as observation decks and exhibit spaces located approximately midway up the structure.

The new structure will take the place of Fountain House, the current 16-story tower that was constructed previously.

The location has been bombed and is scheduled for demolition.

Fountain House, among the earliest skyscrapers constructed in the city after the Blitz, was finished in 1958; however, it has remained largely unoccupied since 2020.

The postwar building is notable for being the capital’s first New York style ‘podium and tower’ development which later became the norm for office blocks in London.

The newly constructed building, envisioned by architects Eyre Wilkinson, emerged as the chosen path following the decision to reject the renovation of the current edifice.

The project will encompass 600,000 square feet of office space, providing a significant uplift for the City of London Corporation as they aim to expedite development amid current demands outpacing availability.

The structure is located adjacent to Fen Court at 120 Fenchurch Street, famous for its ‘Garden at 120’ atop-the-roof green space—do not mistake this for the nearby attraction called Sky Garden.

Aviva Investors supports the project and plans to include an additional approximately 4,000 square feet of ‘retail and dining spaces,’ along with adding footpath access from Cullum Street to Fen Court.

The structure is set to become the 12th highest in the city; however, its position might drop once it’s open due to the completion of additional skyscrapers, according to reports.

A provisional exhibit area known as Seed130, which displays creations by authors, thinkers, and researchers, is currently operational and will remain accessible throughout the planning stages.

The application is expected to be considered by the Corporation’s planning sub-committee later this year and demolition will begin early next year if it is passed.

Ben Littman, who leads Real Estate Development at Aviva Investors, stated: “The objective of these plans is to construct an impressive skyscraper within the Square Mile that aligns with the City of London’s bold vision outlined in the City Plan 2040. This initiative seeks to establish a premier destination capable of drawing top-tier global enterprises.”

We think our proposals will result in an energetic structure that harmonizes with its surroundings, simultaneously developing a plan that prepares the city for tomorrow through the integration of advanced technology and aiming for top-tier energy efficiency benchmarks.

Aviva Investors, an investment management company which is part of the Aviva group, is also behind the One Liverpool Street and 101 Moorgate developments.

Stephen Black, the director at CO-RE, which is overseeing the development of the site, commented: “The design of 130 Fenchurch Street, crafted by Wilkinson Eyre, skillfully integrates with both the current and expanding eastern district. It enhances the public space and links the location seamlessly to the surrounding Fenchurch Street vicinity.”

In collaboration with Aviva Investors, we are advancing a sustainability-focused project designed to provide premier facilities meeting the requirements of the Square Mile while prioritizing tenant well-being.
